Also called the Berlin Conference, this meeting of the major European powers was convened in 1884-85 to deal with questions of rivalry and trade and to address territorial claims in Africa made by these same powers. Attended by representatives of 14 European states and the United States, the conference reached agreement on possession of the territory surrounding the Congo River. Various colonial powers had claims in that area, with France, on the basis of treaties negotiated in 1880 by the explorer pierre savorgnan de brazza, claiming most of the territory. At the conference, the French claims were recognized, while Germany received large areas and Portugal was granted access to the Congo River. Belgian control in the region was also recognized. The representatives at the conference did not actually divide up African territory, as is commonly believed. In fact, they recognized territorial claims that had been in existence for some time.
